Then I tried resizing the window to see if I could come up with some odd combination where the button falls off the dialog, but both the "Tilt Data Import" and "Import CSV" buttons are present in the current release even if I launch into a very small screen window. I went into the source code again and checked and that button is present unconditionally on that dialog.
